There are adequate air coolers for this cpu but not from pcs noctua Nh-D15 is a top end cooler but its massive !!!! but for the ease of use there is nothing wrong with a aio cooler I would say 80% of pepole use them and the fail rate is very very low you dont have to provide any maintenance to...
If its just for gaming the 3090 at 1440p is exstreme overkill the monitor to use the 3090 to its full capabilities would set you back at the cheaper end £700- £1200
2 drives are one for your operating system and some smaller programs that would benefit from its faster speeds and a slower ( but still very fast ) m.2 for games if you have any issues with windows you can then reinstall it on its separate drive while not losing all the games etc as that would...

Personally the liquid series is more to show off the cooling etc if you dont actually care about the glitz of it a aio cpu cooler will do the same thing at substantially lower cost personally for a gaming rig I would not touch a full liquid build the hassle of maintenance and upgrading isnt...
Thats weird as its sitting on it now with no problems ? I actually have the case on it to keep it of the carpet and its fine ? All 4 legs sit comfy on it and its fine weight wise so I cant see the issue ?
Price went up on components I personally would not buy the 3080ti at that price there is a save quote option that keeps.it at the specced price for 5 days I think the 3080ti variant isnt a significant improvement on a standard 3080 to warrent that price increase
Have you left the operating system on ? In your original build you had taken it off no its not that
