The idea behind the PSU is you want it to be running around 50/60% efficiency, which gives two benefits of reduced noise, as the psu fan wont need to spin as fast or often, and it will also extend the life of the psu, and allow for future upgrades.

The problem I can see is that you have chosen a 3070ti GPU, which is suited to displaying at 1440p and have then chosen a cheap 1080p monitor. To get the most out of that card, you would need a 1440p monitor which is adding a further £150-£200 to the cost, or else you need to choose a card more...

Well from what I can see the Fnatic comes with the following :
Strix B550 Motherboard (Previous builds of the Tornado previously had the lowest mb possible (A320) so maybe they are now using the Prime 450, but am only guessing here)
Faster RAM (3200mhz compared to 3000mhz)

Cheers, I realise what I did in error. When clicking on the info bar to check the spec, I presumed it would show me the board that was selected, but it showed the 450 board instead, and I didnt notice. So thanks for the clarification :)
Building to a low budget is difficult at the present time, although it does help that you are not after a gaming graphics card.
I've changed a few things, which does go slightly over your budget. Other uses may be able to suggest better combinations, or come somewhere nearer your budget, but...
That only works if you get your blinking in sequence. Get it wrong and the PCS logo maybe the only thing you see on the boot startup.
Thus if thats the only thing you see between blinks, then logically removing it will require less blinking maybe ;)

Enter the Bios
Select Boot Menu
Select Boot Configuration
Set Display Boot Logo to "Disabled"
would be a very simple way to resolve the OP's problem, without any need to flash the Bios...
I think that is your problem.
SATA ports 5/6 are disabled when socket 2 is used for m.2 drives. I'm not sure if the top or bottom socket is labelled as no.2, but I would suggest putting the m.2 drive in the higher socket and see if you have the same issue. I would've suggested plugging the SSD...
To me it sounds like a hard drive that is being scanned by anti virus/malware, or in the process of writing a backup.
IE : it sounds fairly normal for any task that requires prolonged access to a mechanical drive
