Ok, so I make your build to be £1,720 Inc VAT, so working on that as your maximum budget, the following would be a good starting basis. Obviously if the price you have been quoted is different, then please let us know as per Junior's advice.

Firstly the monitor you are using at present is limited to 1920 x 1080 resolution with a refresh rate of 60hz. Whilst that was the standard to aim for about 5 years ago, a 2560 x 1440 monitor with 144hz refresh rate is the de facto choice these days. Furthermore the graphics card you have...
Thanks SCK451
OP the 24gb 3090 option allows you to proceed to the post your specs on the forum, so could still be a benefit doing that, even if thats not the card you want, just to make it easier to see the system build
If you select your system for the Graphics Card as "none I already have a graphic card" then you should be able to post the system, and it will make it so much easier for people to be able to comment about the build in general and also your specific questions

I went to the Doctor's the other day. I said, 'Doc, I've broken my arm in two places.' He said, "Well, don't go to those places."
I went to the doctors the other day, and he told me to say 'Aahh'. I asked him why, and he told me his dog had just died.
Firstly if you haven't already done so, remove Bullguard from the machine. Many threads on here where it has caused various issues and main advice from our experienced users is just use the built in Windows Defender.
Next you can try running the hardware troubleshooter and select any fixes...
God I am so thick.
I am sat here thinking why do you have electrical sockets in the middle of your monitor.
Then realised they were two separate pictures :)
Well if you have an annual holiday to Florida, take your pc with you and get it cleaned for free, with the added bonus that we can all watch the video, and give you grief about how dirty it was :D
You should watch episode 9 of his first series of pc cleaning, as that is a system that an American equivalent of PCS sent to him, that had been returned to themselves. That one required a vacuum cleaner ;)
Think that is the 5th or 6th system he has cleaned and posted online.
I'm sure he is just as bewildered as us, how people can let their system get into such a condition
And I agree hence why I mentioned the price without the card as well. However not knowing how old the OP's card is, just thought it was worth giving the option, although I'd prefer to save the additional £400 and stick with the older card as you suggested.
My mistake on the motherboard thought I had selected the TUF one. The case I just left as what you had put in the build, don't know enough about cases to reject/recommend one over the other ;)
The below is with a graphics card, just a step up in generation
If you just want to use your own card then the below system would cost approx £1168 inc VAT.
Whilst I appreciate that your budget appears to be a lot higher, for someone who declares themselves as a casual gamer, I would think...
I've had one of these for over 12 years, obviously the model has been updated slightly since I bought mine, (which was more of a light grey and has no usb sockets).
Its checked by an electrical engineer every two years, and all I can say is that I've never had an issue...
Just a thought do you have a system restore that you can revert back to prior to you cleaning your pc. I'm just wondering if there has been an update that installed upon you re assembling the pc which is causing the issue
Please note that when tested the striked out text did resolve the issue. However if headphones are unplugged and then plugged back in again, no sound is played through them until pc is rebooted. So for me it's obviously a driver issue ( although not something I am concerned about as I wouldnt...
