They're saying up to 7 days as they will have a queue of other support cases to get through in the appropriate order of priority. They can't immediately jump to every ticket as soon as it comes it, this is normal practice. I understand your frustration in having a less than perfect experience...
With at desk that big, why would it be on the floor? And especially directly in front of where your feet will be, that's just asking for a broken side panel surely?

This is where the two M.2 slots are located, so just make sure you remove the right drive! ;) Hopefully you can do that without the GPU getting in the way
Agree, if one stick has failed, the ideal solution is to get a new pair, as they need to be matched. Hopefully PCS will support this once you contact them
To be honest, I'd return this build within 14 day cool off period for a full refund and get a different build, current issues aside. The spec is very dated, and while I appreciate you might be on a tight budget, there are better options available for similar price for what I expect you paid for...

I suspect there's not a lot of demand for high end air coolers, gamers probably want the RGB AIO look these days. Maybe configure your build with a cheap cooler that's enough to get it running, then buy a Noctua or other air cooler elsewhere and fit once you receive the build?

Should just be a case of designating the location of your key folders. For example, you can configure Steam to download all your games to the larger HDD. Similarly, you can change the default Windows config to have your documents, pictures and video folder on your HDD...
The Y60 comes with three fans, but they're 3 pin and non RGB, so it might be worth getting additional Corsair fans to add to the three that comes with the H150 AIO to have a consistent look? Case takes 8 120mm fans in total (3 top, 2 side, 2 bottom and 1 rear).

Yeah, you won't find that AIO available anymore, a very old product. I wouldn't look to replace a 120mm AIO with another AIO, you'd get as good if not better performance with a good air cooler. The Deepcool one that Scott linked to would be good, you can get it in an all black version as well if...
Id say after 12 years that aio has failed and is no longer capable of cooling the CPU. So first step would be to replace it with even an air cooler and then evaluate if it’s worth keeping build going, or start thinking about a replacement
Cooler has definitely failed, so you’ll need to contact PCS for an RMA. Normally I’d suggest getting PCS to send out a replacement cooler if you’re confident in replacing it yourself to avoid having to send the whole system in, but since you smelt burning, it’s prob best to send entire build in...
Crate can be a bit of nightmare to be honest. Might be worth doing a clean uninstall of it using the uninstaller from asus.com and reinstalling it. Personally I ditched it and iCUE and used Fancontrol to control all fans. Removes the bloatware of the two applications for one thing
I wonder if Crate is over riding the fan curve set in the bios? Try opening task manager and kill the crate service/process and see if fan curves return to bios fan curve?
