Doesn't look like there's a boot drive listed there, if you're confident you could try to open the laptop up and see if there appears to be anything awry with the storage drive (m.2/ssd) - if you're not feeling overly confident I'd recommend giving PCS support a call as they can talk you through...

Can you access the bios when the laptop is booting? To see if there's another boot device you can select?
Looks to me that it could be the windows install has corrupted. I'd also consider prepping a USB with a fresh windows installation on so you can go down that route easier if its neccessary.

I've not had any issues and my monitors have different refresh rates.
If you are 'extending your display' (ie PC is treating them like two separate displays) and not trying to game across both of them for example I don't think you'll have any issues.
I don't know the answer to your question in the OP, I think its likely based on the current price PCS are buying them for plus some markup (perhaps not, its likely much more complicated than that)... but I don't know. I'd imagine the cost of one component isn't strictly related to the consumer...

Rather than changing power socket, just try and turn off the button on the PSU see if the PC exhibits the same behavior. If it does, it sounds to me like the power button is goosed or there's something amiss with the front I/O connection on the motherboard... although I'm sure it could be lots...
Well that cable should be connected to a bundle of cables one of which will go to the power button. Out of interest how are you starting the PC if the power button doesn't work?
1 short beep is a 'all good' post tone - would you say the beep was short or is it a 'long' beep (might seem weird, like how would you know, but you'd know if it was long. Definitely more of a beeeeeeeep than a beep).
