Given your budget constraints a move to a 5800x will be a struggle at the moment. It is not just the processor change, but the upgrade to the motherboard and cooling which would mean a £200-£250 increase over a build with the 5600x.

I have never found wind turbines that noisy as they only rotate at 15-20 rpm. Gas turbines (which is what I think you meant) are a different kettle of fish. They rotate at several thousand rpm and are what make the noise on most aircraft
