It's not your fault for trusting the marketing of the retailer.
It's not your fault that the PC has failed and required multiple RMAs, have been sent the wrong PC, or that it's been sent to the wrong country.

it looks to be a PCS SPECTRUM II COMPACT ARGB MID TOWER CASE, so will probably have a button on the case somewhere that cycles through pre-programmed RGB schemes.
As it's an unbranded case, it's difficult to find any user manual/instructions for it.
I know they look all cute and cuddly. But, they are actually unpredictable, sometimes aggressive creatures that cannot be trained, and will scratch, bite and spit on you.
The other is a Koala, I don't know much about those.

Anyway, it probably doesn't matter, but I'd do a uninstall and reinstall to see if something's gone a bit wonky - although I also know Armoury Crate can cause issues in itself (and part of it is installed...
I can't find a BIOS manual for the X870 motherboards, but do you not have any fan control in your BIOS settings, which would initiate on boot, rather than needing Windows and Armoury Crate to launch?
Might be QFAN from the BIOS front page (to set a static fan speed, not for RGB)?

BTW, the latest custom drivers should also be in your PCS account.
Are you sure they're not the in/out for the recommended liquid cooler? Without it you may not get the performance you hope for.
The only reason to buy two power supplies is so that you can have one in 2 locations without having lug one around everywhere...and there are 2 power options depending...
