5900X is definitely enough for gaming, 5950X is only better if you're doing any work that might use CPU. There are exceptions such as MSFS, but in most cases, the price difference is not worth it

I don't think that noctua is going to keep up with a threadripper, you need a good AIO liquid cooler for that. And you can drop the bullguard, known to cause issues more than being helpful
You get anything that's available, most likely a Palit, Zotac or a Gigabyte. If you really want a premium 3080, get an Asus ROG strix card. Also it's always a good idea to share your full build here to check for any issues or optimization you could get
