Could this one be relating to 5.1 surround sound setting? In the past I have had issues where an audio output set to surround sound would send voice or other audio channels to a non-existent speaker?
I would have thought that Windows these days would be clever enough not to allow such a setting...
I was suffering from screen flickering - and had reverted to the game ready driver from the studio driver - but it didn’t solve my issue which turned out to apparently be WiFi interference with my cheap HDMI cable - so not much help I’m afraid.

Ah OK - that's the Audio track LED lighting and would be powered even when the system itself is off.
Only other thing I can think of to try is to cycle the PSU power switch on the PSU unit itself - as that can reset some internal trips if any occured.
It does sound like a dead PSU I would...

But I don’t believe that RMA’s are taking multiple months for everyone who requests one - so your cases are the outliers - but I get how that is no use or comfort for either of you.

I do agree - it's an awful situation and not what would be expected. The OP's case has slipped through the cracks I fear - in the majority of occasions PCS will come through and sort it out and acknowledge that fact.
There isn't any indication in the OP's post if or how they have followed up...

If everything is dead then it would almost certainly be a PSU I would think. However, the PSU recommended for your GPU seems to be 500W as far as I can tell - perhaps I have the wrong reference though. That would be for an 'average' system with an average i7 CPU - your CPU is one of the lowest...

If it was disabled then I think the CPU would never boost - but with it enabled it should be boosting but just for a time limited period.
Your CPU sounds like it isn’t boosting at all? Even for short periods?
I’m not familiar with Intels XTU but there may be some other settings in there perhaps that could be limiting the power supplied to the CPU - that’s all I can think of I’m afraid...
