I ran cinebench r23 and my cpu was stuck at 1.06 volts at 3.796 ghz, how do i fix this?

Have you changed any settings in the BIOS at all?the boost clock of the cpu is 4.3 all core. I dont know why it isnt boosting. even during games.
I would do it through the BIOS either way.I would normally say temperature is the reason for limited boosts with Intel - I would worry about that cooler on the 9600K as it uses a lot more than it's advertised TDP with any boosting - but your CPU does seem to be stuck at or close to it's base clock which would make that less likely.
Assuming you haven't changed anything already in BIOS as @SpyderTracks has asked - and assuming it has never boosted beyond it's base clock since you got the machine, you should be able to check the Turbo Boost setting in BIOS - but if it is disabled and you enable it, I would watch your temperatures as the CPU might not like things in it's new clothes.
(If you can't find the same settings as these, then hopefully you will be able to find something similar through the same menus - if you any doubts take some screenshots and post back here.)
Enter BIOS then go to the ADVANCED page - CPU CONFIGURATION - scroll down to CPU POWER MANAGEMENT - and check to see if TURBO MODE is enabled.
(@SpyderTracks - would the OP be able to see the current Turbo Boost setting via Intel XTU?)
I think it has to be changed through BIOS but the existing setting might be visible in XTU - anyway BIOS will work either way.I would do it through the BIOS either way.

If it was disabled then I think the CPU would never boost - but with it enabled it should be boosting but just for a time limited period.Turbo boost short max is enabled, would that affect the power supplied to the cpu?
I would say it most likely an overall power limit restriction or a limited clock.i think the voltage the cpu is getting is holding back the clocks, it is only getting around 1.06 under load.
