In your photo of the deco, is the Ethernet cable that is visible connect to it, connected to your PC at the other end? If it is, then the Deco is not connected to the wall Ethernet socket, and the house has a mesh wifi in place. The wall ethernet socket is not connected to anything I suspect.
The Deco is a mesh wifi, so if the ethernet works when plugged into the Deco, it means that unit is connected to another Deco elsewhere in house over wifi, and that second Deco is connected to the router/modem that supplies internet. It could well be that the ethernet point on the wall is not...

Coolant wise it looks fine, I think the 27C post stress test is the ambient level, and is well below critical levels. Even under load, if coolant stayed under 30C, that's very god. Anything between 40 and 50C is fine, above 50C is a worry and 60C is absolute limit

Typically on 3 fan cards, 2 fans are linked to a header on the GPU and the third to a second, so while it appears in fan controls as Fan 1 and Fan 2, Fan 1 is actually controlling two fans, usually the outer ones, and Fan 2 controls the third (middle one). So totally normal what you're seeing
Well like all coolers, there's often better ones out there, based various metrics. I went from a Corsair cooler to an Arctic one as an example, and the Arctic is definitely quieter, to my ears at least.
