Obviously something very funny going on. You shouldnt need to move your pc or use external fans. I'd go back to first principles. Reset the bios (then reenable XMP for the RAM) and make sure the GPU is at default settings. Are all the fans actually spinning?

Yeah be careful with the performance settings and such and they mildly overclock all cores but you loose the boost. If any doubt you can reset all to default. Just be sure to put your ram back to 3200 or whatever it is now.
I must say I'm surprisingly impressed with the Frostflow 240. On almost every build I see people saying take it out but its sitting here at 29 degrees on the Ryzen 7 OC to 4200Mhz and its keeping it mighty cool.
