I'd do the re-seat first. Takes all of 1 min to do, and if it's the cause, means the memtest should pass first time. Rather than having to run memtest, have it fail, re-seat ram and then run memtest all over again.

Not always, sometimes WU can fail to detect wifi and bt devices, so you need to use drivers from Asus, etc. Sometimes it's as bad as not installing the correct chipset drivers...
Remove dust filters if the fans are set to exhaust, you want the dust to be able to escape from the case if it's blowing air out. But keep any filters that are in front of intake fans
Probably one or more of the LEDs inside has failed, so you can no longer get the full range of colours. Try setting some static colour on the pump in ICUE to see what colour might have failed. E.g. set all red, all blue, all green. I suspect blue is the issue
