Has anyone got this to work? I have tried everything (powershell, CMD, run commands) even a fresh install of Windows and still keep getting the 'you need a new app to open this ms-windows-store link' error message.

As above, check your licensing.

There's a problem with your Windows system then. I would reinstall.
Saying it's activated with a digital license. Currently on a reinstall with a local account.

I'm currently trying to reinstall windows using the tool form Microsoft's website but this the only Idea I have left :/

What do you mean? You’ve run through all windows updates and the windows store isn’t available with a local account?
Yup.

I have reinstalled windows from the pc itself = no joy. Also installed it from the ms website tested with local. Got nothing. Linked up my account still nothing just says it needs a new app to open the store

So just to clarify, you ran the windows installer from the BIOS not from within windows? And then you installed all updates?

May i suggest that you format the USB drive that has the media creation tool on it, then download a fresh version, then run that ensuring that you delete all partitions, and then let windows install all updates rebooting and rechecking on the way till it finds no more

clean install instructions

Download a new copy of Windows using the Media Creation Tool to an 8GB (min) USB.
Boot that USB and choose a Custom Install.
Delete all UEFI partitions on the system drive (EFI System, Recovery, MSR Reserved, Primary).
Select the unallocated space that results and click the Next button. The installer will create the correct partitions and install Windows.
Run Windows Update repeatedly, even across reboots, until no more updates are found.
You may need/want to download and install the latest graphics driver from the Nvidia/AMD website (they change so regularly the latest version isn't always in the Windows libraries).
