When you say flashing white, is the PC flashing white (ie the fans etc.), is it like a 'spark' flashing white inside the case... or is the monitor briefly showing a white screen?
When does it occur? On the desktop or (for example) only when playing games etc.
It may be throttling, I'd suggest registering the PC with PC Specialist and possibly arranging a RMA.
It depends on how confident you might be in performing other diagnostics or potentially even reseating components etc. depending on what it turns out to potentially be.
Did PCS say they aren't even able to answer these questions too? That's disappointing if so!
Its not something I've got any detail of myself but I find it odd they can't tell you if the DC jack is soldered or not (I'd have guessed it would be, but maybe plugged jacks are common enough?).

That is an odd one, I would probably try a GPU driver reset first, if you download the latest drivers from Nvidia's site and then perform a clean install (removing the old drivers using DDU https://www.guru3d.com/download/display-driver-uninstaller-download/) see if the problem persists.

The configurator doesn't know what GPU you're going to 'eventually' put into the PC which is potentially why the popup indicated the PSU you've selected is over spec.

Did you get the PC directly from the PCS website? Can you post your full specs from your order page (removing the windows key). What you've pasted above looks like its from a product page or something so might not be your actual specs hence asking...

I guess a query from me would be whether portability is something you're bothered about - in theory any way the 16" should be more portable than the 17.3 but that's fairly marginal.
The 17.3 vs 16 in terms of GPU vs RAM - if you're a gamer, I'd always say the GPU will have a larger performance...

I'd guess (and its definitely just a guess because I'd reckon only PCS will be able to answer this) it'll be related to transaction fee's etc.
But who knows maybe it will be one day?
