I don't think PCS systems will bake into the BIOS, I think that's OEM only, but if registered it should have certainly given your system a unique ID on their servers so that it will automatically activate in future...

I would try re-pasting the CPU. Once done, leave the cover off and boot the system, being careful not to impact the fans or heatsinks etc. Just to make sure they are all working and operational.

If you are confident the GPU was physically removed and re-seated, and not just pushed/prodded/wiggled around for a solidity check then I would think the last thing that could be done is a removal and re-installation of the drivers.

You're definitely not managing something right in that case. A typical software install is around 1-10GB. You would need to have a closer to 100 programs installed (large applications) to be hitting those numbers.
