Recoil III RTX 2070 Can't handle games anymore

Hi,

I have been using this laptop for 3 years and first 2 years I never had any issues with FPS or anything. I was able to play any game without worrying about FPS with full graphics. This year the problems started. Like I can't play good games or even some old games(tried Crysis Remastered and FPS is like garbage even with potato settings) anymore. It literally feels like I'm using an old 100 bucks laptop, it's even worse than my last pc considering I was not able to play GTA V on that one but at least it was able to handle games.

- Windows is up to date.
- Drivers are installed via Windows Update except Graphics Card, it is installed manually.
- On the drivers page from PC Specialist, the drivers are old so I didn't want to download them.
- I used DDU to uninstall the NVIDIA graphics card then installed from the original NVIDIA website with clean install.
- BIOS is from 2019 and it looks old but never bothered me until FPS issues started.
- Everything checked about running the application via NVIDIA graphics card. Control panel, graphics settings, 3D Settings.
- I formatted the laptop thinking it could be also helpful.
- Tried ISLC in case it would be helpful as well but it was not.
- Tried some overclock things from Afterburner(although couldn't do anything because whenever I try to change volume and press okay it resets to zero)
- I tested on several games some works somehow fine because I lower the graphics very low or potato low and some of them impossible to play anymore like Warzone or Hitman 3.
- I have a cooler so it is not a heat issue.
- Reason is not a virus because even after format nothing changed at all. Also yesterday did make sure that I have no virus as well.
- Performance mode is set.
- Uninstalled Iobit apps just if anyone asks me to uninstall it because it's shown on the Furkmark example screenshot.
- I have installed Gaming Center 2.0.0.1 in case anyone wants to know.

//Edit 1: Downgraded Gaming Center to 1.0.0.32 version and tried Fan Boost but nothing happened even not one slightest FPS change at all.

My laptop doesn't have a warranty at the moment. Although the thermal paste is renewed and used really good thermal paste. So there is no problem with thermal paste. Another thing the battery had to be taken out because it was going to blow up soon.

Im not 100% but when you did the fresh install did you all so install the intel and Nvidia VGA drivers for the motherboard in your laptop eg gigabit. ( not that i know which make of motherboard you have)

if you want to find out more info of what your laptop is doing I would recommend: https://www.hwinfo.com/download/
Also try 3dMark this will give you more info rather then just running a stress test.

I just installed drivers using Windows and from NVIDIA website I downloaded graphics card driver. What should I check on HWINFO? I just got these screenshots at the moment.

I watched the video but the thing is I can't change any settings on Afterburner like Power Limit and Temperature Limit. When I try to change the Core Voltage it just resets to zero as well.

To me what you have presented in the image's suggest nothing majorly wrong.
Your GPU temp's are good under load so I would rule hardware and start looking at software ie Drivers, graphics setting's, background software, windows 10.
Hwinfo is very useful in giving you up to the second info of what hardware ie ram,cpu,hardrive, GPU,,ect,ect is being used and power draw and how heavy you hardware is be hit under load.

I'm not knowledgeable about computer stuff so it's hard to figure out what the problem is for me and how to fix it. Like I downloaded 3DMark and checked the score but got an error. Also these are some Hwinfo screenshots I got.

You have to be careful you’re not creating problems for yourself.

Most modern games have Ray Tracing (including Crysis Remastered). But your GPU isn’t powerful enough for any kind of ray tracing. If you just go into a game and put it on highest settings, it will very likely run like a dog because you’ll have enabled ray tracing.

You have to adjust the game settings for your system.

Basically, turn off any ray tracing at all, 2000 series just can’t manage it.

As @SpyderTracks pointed out it's more then likely you gpu/Game setting's thats causing your issue. As the read out's you have provided tell me that the gpu hardware is running with in spec.

I understand that but after the FPS issues started I had to set everything to low or off so even with that I'm getting low FPS. Also year ago never had any issues with Warzone or any old games(so the issue is not about one or two games but instead all games I have tried so far like Prison Simulator with potato settings still FPS is really bad and game is unplayable). So I'm not sure if I'm using ray tracing because even if I turn the settings off still same situation. I mean it doesn't make sense that my laptop can't handle games anymore because I can't even run games with medium or sometimes with low settings(everything turned off). Yesterday I was checking some heat informations on Aida64/Hwinfo and it seems my CPU is around 70-80C*(170F) without load and with load it's around 90C*(190F)(Tested on CoD Warzonehard potato settings). Although it now shows between 48 to 60C*. I'm not sure if it is normal or not but thermal paste was renewed like 1 month ago.

It is not. The issue started before than that. So I don't think it is about thermal paste.
If it’s overheating now, then the paste is likely not sufficient.

Did you reattach them heatsink in the correct order?

Unfortunately there are now 3 areas that have to be rectified in order to get to a place where you can troubleshoot.

We’re not sure if the OS is correctly configured, unsure if paste is ok, and unsure on the state of the GPU. Further to that it’s quite possible that there are now clock adjustments that we need to correct. It’s a bit of a mess.

The first things to resolve are thermals and OS, only then can we reliably troubleshoot.

First things first, in device manager are there any devices with exclamation marks?

I think it's reattached correctly because thermal paste is renewed by a laptop repair technician.
On the device manager there is only one device with a warning and it is the cooler but cooler is working totally fine. It's just windows can't recognize it's USB.

Ok, so we definitely have to clean install windows from scratch.

You need to follow option one from here, the very first part is about partitions, you just delete all existing partitions on the c drive and install to the clean space. Make sure you use the latest image direct from Microsoft:

When you’ve got windows installed, don’t install anything at all, just run windows updates until none are left and post back and we’ll make sure drivers are configured
