New PC gpu and cpu underperforming

Create media install on a usb. Set it to load from a usb in your bios. Load from said usb and go through the install. Then do all your updates and active the licence etc.

You’d be best going with the video, as i am only giving a very simple steps version. There are probably other smaller steps i forgot to add.

One more question. Could you please tell me how to safely reinstall windows?
Download a new copy of Windows using the Media Creation Tool to an 8GB (min) USB.
Boot that USB and choose a Custom Install.
Delete all UEFI partitions on the system drive (EFI System, Recovery, MSR Reserved, Primary).
Select the unallocated space that results and click the Next button. The installer will create the correct partitions and install Windows.
Run Windows Update repeatedly, even across reboots, until no more updates are found.
You may need/want to download and install the latest graphics driver from the Nvidia/AMD website (they change so regularly the latest version isn't always in the Windows libraries).

Thank you all for your replies. I will reinstall windows tomorrow. I would have done it today but unfortunately I have a faulty USB driver and need to buy another one. Also I want to update the temperature of my gpu. After a benchmark the temperature hasn't dropped the 65°C mark but after changing the power plan back to default settings and restarted the pc everything went back to 40-50°C. Should I be worried about that?

Update after I reinstalled windows:

PC has the same bad performances, windows up to date, nvidia and amd drivers intalled manually and up to date.

I would contact PCS then, there's something up with that although I'm stumped as to what it is.

Well...about that. Some technicians from the support actually agreed with me to RMA it but I after I sent my application, it got rejected the next day for not having enough proof?? I quote:"Performance metrics not valid for a return, no hardware fault determined from the evidence provided". In the email they also suggested me to contact for further support.

In the application I have also included the benchmark results and specified that I have replaced the RAM.

I think that I should just probably give them a call. Using emails and messages seems to be not working very well for me so far. Hopefully they can help me out in the end. I paid quite a lot for this machine and I don't know what I would do if there are no possible solution...

Sorry but I don't know how to pin someone here exactly. It was who recommended me to book the RMA. Mark Firth was just explaining me how the procedure works.
You just book an RMA through your online account and copy a link to this thread to show the troubleshooting you've done.

I know next to nothing about this but can the GPU be set up wrong? its running at less than half its speed it seems.

Or would it be more something is broken and its restricting it.

But having said that the CPU score is a tad low too.

What score do you get when running Port Royal?

Looking at the Timespy scores again the GPU does actually hit 1,845 MHz, even 1,950 MHz on some runs so at times its getting its full speed but its average is very low so what would generally be causing this?

I haven't done port royal but had a look in fur mark and cinebench:
