Did you scan with malwarebytes?Done scans, and updates, changed monitor and different cables, reseated geaphics card, deleted it and re downloaded it. Pcspecialist think it may need a new graphics card or its a problem with motherboard?

The Ryzen 7 3700X does not have an onboard GPU unfortunately so unless @helhay has another GPU to try this may be a tad tricky , but I'd be guessing a hardware fault from the picture as wellI would be inclined to agree with them. That picture of your monitor you posted at the top screams hardware fault.
Best way to find out is disable the GPU and use onboard graphics (assuming you have onboard?) see if the fault replicates.
