Be careful about playing 1080p on a 1440p monitor as it often looks worse than on a native 1080p. However £1400 should get you a build capable of playing most FPS games at a high refresh rate and at 1440p.
I think you will find the 3060 come up a bit short for 1440p 144hz gaming unless you are happy with quite low settings. You probably need to go for the 3060 ti.

If you have the Windows 7 key you can install Windows 10 using a USB download from the Microsoft website then use the key to activate it. It will deactivate Windows on the laptop though.
