Had the same with an Asus board and 2 x 32gb 6000MHz RAM. Had to switch to a Gigabyte board (not exactly a massive issue), but worth checking as I'd be surprised if Asus haven't addressed issues through BIOS updates

Just to add: I'd power down and clear the power from the board before faffing with RAM. Unplug and hit the power button for a few seconds usually does the trick. Seating of memory can be finicky
I'd add that after you re-install the graphics driver, run some form of driver cleaner (in Windows safe mode), to get rid of the remnants that they leave behind. I used to use Driver Cleaner for this. Sometimes chipset drivers can also cause issues like this as well as graphics drivers.

I would deffo rebuilt everything with a new PSU. The cable routing alone will be worth it. And 100% systems rebuild for a new GPU. I'd wipe and re-install every 6 months anyway, as the clean install alone gives you a performance uplift. Never mind drivers conflicting etc.
Slight change to add a couple of NVMe's instead of one. This rig won't be a work rig (unless I'm testing stuff), so just quick storage needed. I keep wanting to step up to a 1000w PSU, but PCS keep telling me I don't need to (I know I don't need to!) 😂
