The email is worded the way you are saying but what I think they mean is that should a card turn up for you they don't want your build delayed by the PSU being out of stock... I believe they are expecting a few shipments this month going from grumblings on other forums.
Your GPU is a pre-order so technically this is correct as there is no stock level alert for the 3080.
I ordered on October 7th and received the same email, I have ordered a Rog Strix 3080 though if that makes a difference?
I think a lot of people got that email, I updated my build to use the 1000w too. 750w may be enough but I felt better at 850w so for me the bigger PSU is worth it.

One of the worst scams currently is this 'Excellent Quality Print' where this guy has deliberately listed in the graphics card section so people will bid thinking its for the RTX 3080 and receive a glossy photo instead...
And the scalpers have already got them listed on eBay.. some even have the original screenshots showing they only paid 500 for it in the advert... unbelievable.
Watchdogs 2 is a laggy horrible mess of a game but I got it running by ensuring it was running as an admin (enable this setting even if you are using an admin account).

Stuttering/freezing can also be caused by your CPU, have you updated the BIOS since you've had the machine?
Have you run memtest or Cinebench on the machine to see if it freezes or locks up at a certain...
Out of curiosity, how do you feel about the RTX 3000 series plug placement? It kinda irks me that it juts out to the side.

Considered it but having looked at the reviews it seemed to simply be a (albeit cheaper) reformed 2080TI.
