What components should I Upgrade?

My computer isn't the fastest, in fact its rather slow and can take a while to perform simple tasks, it will often freeze for moments when doing something that should be simple. I don't need a really powerful PC, but I would like something that runs quickly and smoothly. For the most part this computer does exactly what I need, but I just need it to be faster, or to just run smoothly without it lagging behind all the while.
So I would like to upgrade the parts of the PC that is slowing it down, would a new processor help for example, and if so which would I need, and is is simple to replace.
Any help is much appreciated, below is my current PC spec.

I do get it, you don't need it to do much that's high-powered, but still. Any improvement is likely to need more power and that PSU isn't modular, so it wouldn't be easy. Any part you put in is going to be bottlenecked by all the others, I really think it might be time to start again with a new one.

Reinstalling Windows and switching to a SSD (or at least, defragging the hard drive) might help you get a little more life from it but if it were a family pet, your vet would be making noises about it having had a good life and how soon it will be out of pain. No disrespect intended, but if it were mine I'd put it in a bag with some bricks and take it down the canal (I'd tell the kids it went to live on a farm, I'm not a monster).

I’m afraid it’s just not designed for upgradeability in several areas, a new cpu would mean new motherboard and RAM as that chipset and RAM generation no longer exist, but to do any of that in the first place you’d have to replace the PSU so you’re looking at a complete system rebuild I’m afraid.

Thos is why it’s so important to build a strong platform that has the capacity for upgrades.

Thank you for all providing me with all that information, I didn't realise it would be so complex, and that it would require many other components to be replaced, so I can definitely see why starting again from scratch with a new system makes sense. I have in the past tried to improve my current system with defragging the hard drive, but I don't notice all that much difference, so I definitely think now is the time to get a new PC.
When choosing another computer, I'm not really sure what I need when I look at the list of processors, motherboards, graphics cards etc, this is where my computer knowledge is lacking. I use my computer for general web browsing, email, converting video files to DVD, photos, and light gaming, (and games such as SimCity 2013 on the EA app, which to be honest is the most power hungry game I have, and that's over 10 years old). So I only need a basic setup, but with a bit of future proofing in mind aswell.
