Vortex Series: 17.3" Fan Issue?

I've noticed for the past few months now that my laptop's fans tend to get loud/hot at random intervals when doing menial tasks (sometimes when there's nothing else on other than the actual desktop). Is this an issue with the paste or something? If so, do PCSpecialist service laptops and re-apply paste?

I was under the impression that these laptops were effective at cooling + being quiet, but that doesn't seem to be the case at all.

Since September 2015, and I've managed to look at the air vents and there is dust, but nowhere near enough to warrant messing around with the parts. Do you think applying thermal paste will help at all? I ordered the standard but it seems to be hot when it shouldn't (sitting idle on the desktop).

First thing to do is download piriform's speccy or CPUID's hwmonitor and see what the temps are when idling and under load. Without knowing exactly what the temps are you may be misdiagnosing it as a temps issue when it's actually a bios update that's needed.

Are you using any fan control software like MSI Afterburner?

Rest assured though, the Vortex IV (especially the 17") has excellent cooling, and fans shouldn't ramp up like that.

I downloaded Speccy and here are the results:

I downloaded MSI Afterburner, but there option to modify the fan speeds are grey (meaning I can't edit them).

I also downloaded the most recent BIOS for my laptop through the download section of my drivers, but it seems to still persist on the random heating up/cooling down.
