Video stuttering

Hello,

I've noticed some stutters while I play video on my PC. It's been happening for a while and I've done what I could think of to get rid of it, without success.

While playing videos, there are microseconds slowness happening at random times. I'm losing some frames, but I don't know why.

Here is what I've done to try and fix it: Reinstall GPU drivers, update GPU drivers, change the file to different disks (SSD or HDD, same results), change files (mkv or mp4 videos), change players (VLC, WMP, MPclassic), change player settings (VLC). It's even happening with videos online (youtube or other)
It's driving me insane! The videos are still watchable, I'm losing only a few frames for less than a second, but it's noticeable and it's quite often.

I'll take any ideas, please send help.

Edit: Forgot to give my setup. Win10, CPU: Intel i7 7700k, GPU: nVidia GTX 1070, 16Gb Ram

Do you get the stutters when playing videos from your hard drive or only when streaming from the Internet?

Open Task Manager and set it to be always on top, then start a video. Watch the resource utilisations at the top (of the Processes tab), are any of those approaching 100% when you get the stutters?

Both Hard Drive and Internet. I tried to switch myfile from the HDD to the SSD, but that didn't fix it.
I'll try to monitor the Task Manager.

CPU never goes above 2%, memory used is about 26-27%, nothing comes close to 100%.

I tried on VLC too, I've got the same results, except the GPU is used way less.

Ok. So it's not resource congestion, it's not Internet bandwidth, and it's not the video player app.

Are all your drivers up to date?

What version of Windows 10 is it?

Do you have any idea when this started? It could be a Windows update perhaps?

As always the first thing to do, is go into safe mode or safe mode with networking and see what that does. It's ideal in your case because it's happening with both online and offline media.
So you can experiment and get reliable results.
See what happens and then you can take it from there

Ok, so I would never have suspected it if you didn't ask me that question. It's actually a problem with the monitor/TV.
This TV is my main and only display and is connected directly to my PC (HDMi)

I've looked into it a little bit and I found that the option called TruMotion on the LG TV causes this small stuttering at times. Unfortunately while other ppl say turning this off has gotten rid of the problem, for me it's not the case. When I turn this option off, I see that the refresh rate is not acceptable. I can only go up to 60Hz in the settings when in 4K resolution.

I thought getting to 120Hz would fix the issue but if I turn down the resolution to 1080 and 120Hz the problem is still here.

Well actually I've tried again with other files. Turning off the TruMotion definitely helps and the problem is gone.

I have problems still with that one movie 10Gb mkv file that I was using to do tests.

What do you mean the refresh rate isn't acceptable?
What I mean is, it really feels like every other frame is missing. I don't know how to describe this well, looking at something in motion is definitely not smooth. It feels exactly like this

Can you view that file on another system e.g. a friend's laptop?

Can you put the file on an external hard drive (maybe a USB pen) and play it directly on the TV?

I'm no AV expert, but TVs can give a kind of judder especially with motion smoothing turned off

Also I'm not sure what TV you have but TVs that claim very high refresh rates e.g. 120hz really are only 60hz with the rate doubled, as opposed to a PC with a 144hz monitor that is actually displaying 144 different frames per second.

Anyway, if the issue is only really noticeable on that media file, I'd try the file on the TV without playing it via the PC, and also on other systems.
