Should I upgrade my laptop to 2x8GB or 1x16GB

My favourite game is a simulation game called factorio that puts limited strain on my graphics but it bottle-necked by memory and I have wanted to upgrade the memory for a while to 16 GB.

So would 2x8GB or 1x16GB better.

by "matched pair" would it be sufficient for me to buy another "8GB Corsair VENGEANCE 2400MHz SODIMM DDR4" module? Or do they need to be someway factory matched (if so what are they being matched on)

You can try a single stick, but often it won't be compatible, it's always safest to get a matched pair.

Matched pair is ideal.

You can always try a single stick and see how it goes. You will want to make sure it has the same frequency and timings. CPU-Z's Memory and SPD tabs can give you the details. perhaps try and buy the same part number.

Even that's not a guarantee it'll work, but if you're happy to try, it could save you money and also be good for the environment. :)
