Yes it is, here it is, the game I am trying to play is Watch Dogs : Legion and the recommended GPU is AMD Radeon RX 6900 XT but surely I would still be able to open and play it, just on lower settings because it says 'meets minimum requirements'

You system is way above the min specs for watch dogs so you shouldn't have an issue.

Shouldn't no it's just graphics card drivers
It's fairly simple, if you download DDU (Display Driver Uninstaller) and just google a guide on how to use it or watch a Youtube video it's very simple.
Then after DDU has removed the files restart the computer and go to Radeons website and download the latest driver and install then restart the computer again and bam you're done.
Should take around 30 minutes

Probably the driver issue then. Ill look at some videos about it

I don't think it's a driver issues, it's pointing to a missing dll file from the games install directory.
Just uninstall it through the Ubisoft launcher and reinstall it.
You have to have ubisoft launcher installed at all times otherwise it won't run without it.
