I just installed the control center too and set fan speed to overclock, as micgup suggested. While it did not eliminate the throttling entirely, it significantly reduced it (max being 25% now, but "eyeverage" at around 10%). Wouldn't say it's normal, but it's a level I find acceptable. Yours is RMA for sure though.

I usually leave it in auto/custom and if I anticipate load just Fn+1 it. Doesn't make much of a difference if I max-force it though in terms of temperature (but the goddamn thing sounds like an airplane, so the fans work properly). Also, does the control center control the CPU fan just, or both the CPU/GPU ones?

I've got the mk1 Octane which is a similar design. Mine has the 980m and 4790k. The gpu never gets above 70c even under stress. The cpu on the other hand is a different beast altogether.
Hot key is set to max performance and overclock fan profile. This seems to give the best fan speed to keep the temp in check.
Now under normal work load/gaming the cpu gets up to low 80's.
But under intel xtu stress test this temp gets up to the mid 90s.
Now even worse is prime95 testing, this will cause the cpu to hit 100c and throttle! But prime95 testing is more for stability as it's nothing like real life use.

I'm not sure about the cpu you guys have, but my 4790k can be tweaked in xtu. So mine is undervolted slightly and the speed limited to 4Ghz when running all four cores.
Doing this has allowed my laptop to run without any heat issues or throttling. :)

Perhaps you guys can tweak a little to help.

If your CPU is causing the problems, you can try undervolting. I know I have a desktop and the k series processor so there is a bit of difference but, the stock voltage is set to 1.297v. I am currently running it overclocked at 1.235v so you could possibly get away with it lower which can help the temp and throttling.

Mine has a TDP of 65W vs the 88W yours has, so if any it should run cooler; A'vee, yours it's actually the 6700k right? If so, considering the TDP is 30W higher than mine, confirms my cooling is botched. Still, if I still have 80ºC or higher on gaming I might undervolt a little in XTU. I want this thing to last me my full PhD starting next year. GPU is the full 980GTX, and I've read it can actually break the 80ºC mark easily under stress; still, it's the same with the full desktop version, so that doesn't worry me much as long as I don't go back to Spain (my hometown gets to 45 in summer...)

I just got my RMA answered from PCS. It seems that the heatsink itself was faulty, so they replaced it - and also found a faulty RAM stick, so kudos to them for doing a thorough check; I guess they decided to make sure everything else was in order due to the underperformance. I got told that after a weekend long burn test over Easter, the CPU tops at 70ºC, which is in line with other review in the forums (and actually cooler than my current laptop!), and they benchmarked it to make sure it runs as it should (it now averaged 10884 points in FireStrike, which is what it should). Thanks to everyone for helping me gather the information I sent them!

Now, between this and my PhD, I can officially kiss my social life goodbye.
