New gaming PC spec any advice welcome

I think you're getting confused here mate the 7700X is a different CPU to the 7700. The 7700X is an earlier version that runs significantly hotter, the 7700 is a newer version that runs much much cooler while maintaining close to the same performance. The 7700 is the one being recommended not the 7700X you selected in your build above

So the standard coolers they offer will be fine

I use adobe premiere pro so need a card that works with that the one in that spec is not listed as support but the 12GB AMD RADEON™ RX 6700 XT is listed is that a good card this is also why ive leaned more towards NVIDIA cards as i use this software to edit videos

It will take whatever power you can apply, for 1440p you want the 4070

That is the spec max I can afford is 1,800 and needs to be am nvidia card

Which parts need looking at was told the ryzen 5 7600 cpu

And

Gtx 4070 would be ok for 1440p

When I check online reviews seem to say both can run games at 1440p with 60fps

Want to make sure before I order obviously once I get hopefully a refund from company I currently have this pc with

Unfortunately that build won't do a great job of 1440p: the 3060 just isn't strong enough. Here's where I'd start looking:

Yes, it is suitable for 1440p 60fps+ in probably all current games (assuming high settings, not ultra+RT).

However, your post does not match the config in the link, so I don't know what the initial config really was, but I'd tweak what you have posted above slightly...
