From the video, the system isn't shutting down, you're saying it's starting up with a black screen, but there's no post beep until you've force shut it down, so it's never restarted, so never got to actually shutting down. The screen losing signal is simply because the display driver has been quit, but it's never actually shutting down.
But I can see the Q-LEDS cycle as part of booting, in this case, it stays stuck at DRAM (the yellow going by my MB Manual) and nothing progresses. I also hear the fans ramp up like they do when I ever start my PC up before it gets to Windows.
To be 100% clear.
I select "Shut Down" from the start menu and everything is fine. PC turns off and I press the power button and starts up perfectly.
I select "Restart" from the start menu and the PC did not start back up, it stayed stuck at the Post Cycle, did not get far enough to POST, get to BIOS Splash Screen, no vid signal. Only got as far DRAM going by the Q-LEDs.
"Shut Down" uses Fast Startup
"Restart" is an actual full reset no Fast Startup involved.
