You can run games on a 4k TV just fine, but you won't be running them at 4k, you'll have to lower the resolution to 1080p for this kind of budget.
Something like this should do very well in those titles, and have plenty of scope for upgrades down the line:

Depends how much storage you need. A 500gb SSD will do for a start with that selection of games.
You can add storage any time you like in the future - adding an HDD yourself is a pretty straightforward DIY operation. So if you don't add an HDD now and regret it, you can easily add one down the road.
But if you're pretty sure you'll need one now, sure, add a 1, 2 or 3TB drive (they start getting more pricey after 3TB, though add as much as you want)

Ok thanks very much, i think I'll go for this set up. But just 2 final questions. Where would you normally get your games from, steam? Would this set up have good visuals i.e led lighting on fans and in case, my son would like that type of thing. Or would i need a better case for that?
Steam is most peoples primary source for gaming, very straight forward nowadays regardless of where the game is coming from. Only trust reputable sources though, such as steam and game makers etc.
RGB lighting tends to add a fair whack to the budget to do right. Good cases with RGB are a little scarce and expensive. The coolers and RGB lighting options that offer the look also add to the budget.
The above system is amazing bang for buck, I'm actually really surprised by what you can get for that budget nowadays. I wouldn't skimp on anything suggested in order to add LED lighting etc but if there is a further budget to add towards the aesthetics then this can be advised.
You could change to the lower PCS RGB case. Its design looks reasonable for intake (the corsair Delta doesn't to me). Coupled with a 240 RGB cooler exhausting I don't think airflow would be a problem at all.
Given the fact that the 3600 isn't particularly hot and the 1650 shouldn't put out TOO much heat the pairing would work well....

The other option would be to ditch the cooler in favour of a pair of 50cm RGB strips. I would personally prefer the cooler but either option would be valid.
Given the fact that the 3600 isn't particularly hot and the 1650 shouldn't put out TOO much heat the pairing would work well....

As above, Steam, game publishers, and certain stores.
Electronic Arts's equivalent of Steam is Origin - you can also now get EA games on Steam too
Ubisoft have uPlay, a games client and store
Epic Games (the ones who do Fortnite) have the Epic Launcher, and they also sell Ubisoft titles
GOG is a DRM-free platform and do a range of games.
As for legit stores, the main ones you're likely to shop at are:
Humble Store, Fanatical, Green Man Gaming
Other stores include GamersGate, Voidu, Gamesplanet. There are more likes GamesBillet, 2Game. And ofc Amazon, which sells digital as well as physical copies.
A good way to get a lot of games for not much money is game bundles. Humble Bundle and Fanatical are particularly good for this. You can often get games cheaper as part of a bundle than just buying the game.
Humble's Monthly bundle is probably the best known on the web. e.g. this week (ending Fri) it has My Time at Portia, Soucalibur VI, and Yakuza Kiwami for $12 (less than a tenner I think?). They also have a Sonic the Hedgehog bundle.
If you are about to buy a game, check the price on https://isthereanydeal.com/ This only includes legit resellers as far as I know, and lists voucher codes you might be able to use for discounts. It also tells you if the game is in any bundles currently.
Don't buy a game just because it's on sale though - only buy if you're ready to play it. Because it will almost always be on sale again, and usually for cheaper on in a bundle!
One thing to note - refunds.
If you buy a game directly from Steam or Epic, they have a refund policy where if you have played the game less than 2 hours and owned it for less than 2 weeks you can get a refund more or less no questions asked. e.g. you buy Red Dead Redemption 2 on Steam, decide it sucks within 90 minutes, you can get the money back. Unless you start abusing the system of course.
When you buy a game on a third party store like Fanatical, you buy a key which you activate on Steam (in most cases). On some stores like Fanatical, Humble, and 2Game, the key is 'hidden' unless you press a button to 'reveal' it. Fanatical let you refund the game as long as you have not revealed the key
If you buy a game key (e.g. from Fanatical) which you then activate on steam, you can't get a refund, outside of exceptional circumstances e.g. the game just doesn't work. And that will depend on the store's policies.
That's not usually an issue though - it's very rare to try a game and decide you hate it so much you want a refund within 2 hours - otherwise you probably wouldn't have bought it!

The Epic Store gives away games every week or so. So make an epic account and collect the free games. They have some really good stuff on there sometimes.

Oh, and indiegala, which you'll see listed on isthereanydeal. They do manstream games, bundles, and a lot of indie titles.
Though beware of sending your (young?) son shopping for games on indiegala as while it is an entirely legit enterprise and has some great offerings, it does sell a disproportionate number of NSFW titles.
There are plenty of NSFW titles on Steam of course, but indiegala sometimes has them splashed all across the front page, and promoted in email newsletters. You can get more than you bargained for, very quickly, and with no warning.

Will be going for this. Cheers for everyone's help. Just 1 more question. Will need to get a gaming keyboard and mouse. Can i use wireless for this? Or would you recommend wired. I'll prob have to stretch out a bit more. And could buy it here to. I'll prob go for the pay in 12 month option.
It really depends how serious you are. Wired is probably cheaper and has next to zero latency. Wireless you often need to spend a few quid to get a reasonable level of low latency.
I would do fine with the laggiest, cheapest wifi keyboard going though..... as I'm rubbish. It matters when you get into proper competition though.
