The 7900GRE is about 20fps increase over the 7800XT at 1440p, more in line with the 4070TI Super than the 4070 Super that the 7800XT competes with

It would take you over budget which is why it's not been suggested.

If your budget has changed, let us know the new one and we can redesign the system. The system needs to balance at the budget

You really want a liquid cooler to use that CPU at it's best (or an air cooler way better than what PCS offer)...and I certainly wouldn't want to swap from a well-known brand to a generic brand (they are PCS branded but no clue who actually makes them). Bear in mind that the liquid AIO coolers require zero maintenace beyond de-dusting the fans (no different to de-dusting other fans) and they are reliable (I had a liquid cooler in my old system for 7 years running 16 hours a day without a single issue and they are even more reliable now)

Extra fans: They are not necessary as the case already comes with 4 fans (2 front, 1 rear)..adding more fans doesn't always mean better airflow. They will also add noise to the system as they don't run as quiet as the Corsair fans

Anti-Virus: You don't want Norton...it is a resource hog and is no better than the free Defender built into Windows

Warranty: Up to you but £5 for an extra 11 months is a bargain,

No one on here will spec a system that doesn't give you the best bang for your buck, fit a naff cooler and it won't cool properly and therefore thermal throttle so you wont get the best performance

You've made the build that FigmentOfYourImagination made worse by saving money on a cooler to upgrade your motherboard, then tried to lessen the effect of said change by adding extra case fans. If you're going to use the extra USB ports the motherboard offers then great, get that one, but not at the cost of going from a quality, recognised cooler to a, quite frankly, sub-standard one for this type of build. You've got the best CPU on the market at the moment, you want to get the best out of it. Cutting costs on a cooler is not the way to do it, in my opinion.

This is what people don't understand about system designing.

A System is only as good as it's weakest component, it's all about balance throughout the system to maintain optimal performance.

This is the same in nature, technology, you name it, any system has the same limitations, create a bottleneck and the output quality suffers.

The amendments you've made have created a bottleneck on the CPU, while upping the motherboard. The motherboard upgrade is irrelevant to system performance either way, but the cooler choice has now limited your CPU performance and you'll lose out on the available boost clocks as a result, so you've worsened the system, not improved it.

This is why we always as for a max budget at the outset is so that we can balance it to that price, and avoid all this what about if I change this and that, how do I reduce the money? If your budget changes, you need to say so, if you've given a budget but are looking to reduce costs, then obviously that's not your actual budget and you need to step away and think about your actual needs and come back later to start again.
