99 is nearer where it should be throttling as per intel; or a little before that; as that is near the thermal limit of 100 where it should shut down. . However, Clevo could have done something different with their bios to help the cpu live longer and unfortunately have an adverse effect on certain cpu intensive games; first time they have done this if so however.
As for the fans..they are quite odd on Clevos; they tend to be fairly quiet until its really hot and then kick in hard. They could definitely use the ability to set a more streamlined custom cpu/gpu fan profile but have never added something as advanced as that instead of presets but never seen one throttling like that before. What are your power settings set to on the laptop in windows? Also to test out whether it is a fan issue, you can normally turn on full fans on clevos with fn + 1 on the keyboard. They do kind of pulse. Try playing with that and see if it still does it.
To be honest I wouldn't expect that to make a difference as it was throttling at too low a temperature in the first place, or at least that is what the monitoring tool suggests. Maybe new ec firmware/bios would help if there is one.
Laptop power settings are high perfomance, FN + 1 doesn't do anything other than turn touchpad on/off on a defiance / p670sg. I can't find any official new EC or bios. When running the fan on max speed it throttles at 79c aswell
