Issue with opening action centre / cortana

So I just received my PC and for some reason cortana / the action centre wouldn't be responsive to either of my actions, even related settings in the menu like system --> notification settings, that just wouldn't open up. Is there any reason for this and how could I fix it?

Have you applied all windows updates?

I have no idea what I've just done but now it works all good. I guess it was a matter of certain things updating and that. Thank you anyway for the time.

It was probably that windows updates needed applying.
