I've removed your Windows key, need to be careful when posting up 
Have you made any changes in the BIOS or anything? I'm really surprised that PCS would send out a system without Secure Boot enabled. As I understand it, it should be on by default.
Manual for the BIOS is here:
You want to have a look at No.8 in the manual to ensure the BIOS is configured correctly. If it is, then it's possible that there is a configuration in Windows needing set.
I find it really strange that you're at this point and getting an issue with Fifa though. Where are you installing FIFA from? A quick google found this:
