How much electricity does it use when idle?

How do I estimate how much power this computer would use while idle and how much during normal use (browsing web, writing in a word processor, editing a script in an IDE)).

Processor (CPU)
AMD Ryzen 9 7950X3D 16 Core CPU (4.2GHz-5.7GHz/144MB w/3D V-CACHE/AM5)
Motherboard
ASUS® PRIME A620M-K (mATX, AM5, DDR5, PCIe 4.0)
Memory (RAM)
64GB Corsair VENGEANCE DDR5 4800MHz (2 x 32GB)
Graphics Card
4GB ZOTAC GEFORCE GT 730 - DVI, HDMI, VGA
1st M.2 SSD Drive
1TB PCS PCIe M.2 SSD (3500 MB/R, 3200 MB/W)
Power Supply
CORSAIR 550W CX SERIES™ CX-550 POWER SUPPLY

Idle power estimates will just be a sum of all the idle power figures available for each component, as will max power.

In use power consumption will be almost impossible to accurately estimate as it depends on exactly what is being done at any particular.

Even finding real (and not marketing) min/max power settings for ALL components can be a bit of a minefield. GPU and CPU are probably the simplest (from the manufacturer), but power consumption for motherboard, RAM, RGB, Fans, SSD, HDD, USB devices, etc. may have to be taken at a 2-10w per item assumption.

Here’s an article on it, but I’m not sure on the motherboard value as that is influenced by whatever is connected to it, so I’ve a feeling there’s some double-counting going on…

I would strongly recommend getting some advice on the full build.

As it stands, the GPU is irrelevant as you have an onboard GPU on that processor. And actually the dedicated GPU performs worse than the included onboard anyway.

Judging by that though, you may not realise how to optimise the configuration best for your uses, so I'd get some advice on the full system.
