Hi, thought I would add image to highlight issue. can any one help or should I take the how thing back to the shop for refund.

I've no idea. I googled and found this: https://www.geekzone.co.nz/forums.asp?forumid=37&topicid=98792 where someone says there's a " function called "bright frame" in the Picture boost menu that I had turned on"

It does seem more like a settings issue than hardware.

Maybe you should try to "Reset to default", if your monitor has such an option. See if it makes it go away.

Woo hoo. yay. that fixed it. have been trying to resent default and update graphics card and it was the bright frame. mush have been on when there was a message box in that corner. Relief.

Next taks figuring out how to play DVD. would it work better it played via a dvd to monitor rather then pc?

You should be able to play DVDs fine. What's the current issue when you try to play a DVD?

Very odd shadowing on hair. may have been the brightness setting or the screen tilt as was like wearing polarised glasses.

I think it was a setting issue. gone into the screen setting picked moved and turned the shadowing up and it's fixed the issue with hair. fingers crossed.
