Almost certainly is the answer.
PCS have a lot of builders, who each build a lot of PCs:
A lot of PCs
Not to mention the extra seasonal staff (I assume they) have on right now.
Plus there's QC and testing to make sure the PC is built well and works as expected.
While it's nice they give the builder's name - it's a reminder it was a custom built system and adds a human touch to the process - it'll probably be very similar in quality and approach to many of the other systems they ship. And it's unlikely anyone who notices the topic will happen to have had one built by the same person - though possible I guess.

QC - quality control. Checking the build has been built to the standards PCS aim for. And as per the video there is also stress testing of the system.
If you ordered the system with Windows, it will come with Windows and relevant drivers installed, including Nvidia GPU drivers if you bought it with an Nvidia GPU
