GTX1070 - Desktop boots then screen has no signal ~10 seconds after startup

I have a GTX1070 in my PC Specialist desktop that I have used without any issues for the last 2+ years. While I was playing a game the other day, suddenly my monitor went into "power save mode" and the fans on my GPU suddenly went to 100%.

Each time I restart my PC, the screen goes black after about 10 seconds, and then the computer reboots after about a minute. If I quickly open device manager and uninstall the GTX1070 driver, then I can use the PC fine and the issue doesn't reoccur.

I used DDU in safe mode to uninstall the current NVIDIA driver, and as soon as I reinstall the latest driver using GeForce experience the monitor turns off again. I installed MalwareBytes and found I had a GPU miner, so that has been removed, but the problem is still occurring. Yesterday I was able to fire up Train Sim World 3 and play for about 20 minutes, but once I quit the game the screen went black again.

I have tried re-seating the GPU, but it has made no difference. It appears everything else is working because if I play a video, I can still hear the audio but the screen is blank.

Is there a way to figure out if this is a hardware or driver issue? It only seems to be happening after the most recent Windows 10 update. Are there any other steps I can take to troubleshooting this?

Maybe roll GeForce driver to a previous version and see if issue still occurs?
I have tried an older GeForce driver and the problem still occurs, I've also tried installing with and without GeForce Experience, and also without the HD audio drivers but I'm still getting the same issue.

Your CPU has on board graphics, so you could connect your monitor to the motherboard port to help troubleshoot, if you haven't already.

If rolling back drivers didn't work, it could well be hardware issue. What are GPU temps like prior to system restarting?

If I uninstall the driver then I can use the PC without any issues and perform any troubleshooting. The GPU temps are between 30°C and 40°C when the screen loses signal.

Ah ok, you previously said "I've also tried installing with and without GeForce Experience, and also without the HD audio drivers but I'm still getting the same issue." so sounded like it would restart without any drivers

I've done a fresh install of Windows 10, including wiping all files and installing brand new drivers. I still get the same issue as soon as the driver is installed. I have also been getting a BSOD with the message 'VIDEO_DXGKRNL_FATAL_ERROR'. I have also tried changing the PCIe slot the GPU is in but that has also made no difference.

From what I've observed in the task manager, I can see the temp at 30°C and then when the fault occurs, there is no temp reading and the GPU fans go to 100%.

Is there a way to rule in/rule out hardware failure? I don't want to have to buy a new GPU if I don't have to, but I feel like I've tried everything in terms of drivers and nothing seems to work so it might be hardware.

If you're seeing that sort of behaviour after a fresh install of windows (presume you mean you deleted all partitions and installed from scratch rather than a reinstall over existing installation) and drivers, I would think it's hardware and not software related. Do you have a friend with a PC that you could install card into to see if getting same results? That's the only other thing I can think of to rule it out as a faulty card.
