Hi there, I received my new PC today (see above for specs), however the graphics card is not turning on.

After carefully unboxing the PC, I followed the setup guide and got everything plugged in. Plugged my monitor into the graphics card display port and turned everything on. The monitor only displayed no signal, so I switched to the motherboard display port which worked fine, allowing me to set up windows and everything else. I tried to connect a different monitor and even my tv to see if it was due to the monitor or cable; but all showed no signal. It was here when I noticed there was no lights on the graphics card and the fans weren’t spinning. I tried to search up possible fixes, including updating the graphics driver and seeing if it showed up in the device manager (which it did for a short time showing error code 45).

All the cables seem to be properly connected, however it is quite tightly packed around the power supply, so wasn’t able to get a good look. Any help would be appreciated.

Your PSU isn't powerful enough for the build, the min PSU for a reference model of that GPU is 800W, but most aftermarket ones require 1000W, especially paired with that CPU.

To be honest, there's point troubleshooting it as even if you get it working it still needs sorting out at a build level to be able to run it properly.

I would return it and come back and get some advice on something more suitable. There are other areas that aren't designed particularly well. You can do far better for the budget.

That’s annoying, thought it would have been brought up as a problem either when I ordered it or when it was tested.
How do I go about returning it and getting my money back?

It's definitely not what we would have recommended, the PSU will be right on the cusp of crashing the system when at full chat unfortunately. There's an assumption that you understand the configurator is a guide, unfortunately the manufacturers have effectively made standard power calculators useless as they don't include maximum power usage, they only advertise TDP, which is typically half the story.

For your situation, it sounds like the GPU just needs re-seated. It can move during transport and it's a very heavy unit on it's own so any tussling through the trip could dislodge it. I would disconnect the GPU power cables and remove the GPU entirely. From there I would check that the GPU cables are connected properly on the PSU before re-fitting the GPU.

As highlighted by @SpyderTracks, it may be worth sending back for a refund and getting some advice on a bespoke build suited to your needs but checking all the boxes.
