I'm still unclear, have you received this PC or is it still in the queue? If it's still in the queue you can amend it without affecting your place. I would strongly advise getting some pointers on the full system if you're unsure of what motherboards are?

ASUS® TUF GAMING B550-PLUS (DDR4, USB 3.2, 6Gb/s) - ARGB Ready!

With a Corsair cv 650 (PSU) the motherboard has a few small RGBs on but when I turn it off they stay on is there a way to make them turn off when u turn my pc off?

You can adjust that in Armoury Crate.
