Can someone please build and send me specifications on a pc that could manage such a task if possible. if not I'm open to suggestions. Ie 2 pc's but one must double up.

Need a lot more information:

What's your max budget?

Whatt monitor are you pairing it with, what resolution and refresh rate or make and model if you're unsure?

What software are you using for editing and streaming?

Monitor suggestions are also welcomed. Budget as cheap as possible without sacrificing much. I'm not a pro but I'm Working on becoming one. Adobe after effects and stream labs

With nVENC encoding on RTX cards you don't necessarily need 2 PCs if your budget cannot stretch to it. nVENC utilises the RTX cards encoding overhead so doesn't effect your GPU frame rate.
this is a good video from a popular streaming assistance channel.

To be honest I only run into issues with high CPU load games like frostpunk or the occasional dropped frames on warzone.

The build above with regards to gaming would be suitable for a 1440 Superwide or 4k 144Hz.

I'll link one of each monitor to give you some idea. Personally, I'd choose a Superwide any day of the week over 4k high refresh, just a better experience all round:
