The PSU will make some noise but cheap ones are far worse for this and Im imaging you will have a cheap one... Changing the PSU is a fairly involved job, especially if you want to get the cables properly routed for best airflow. So unless its unbearable id just leave it be.
The best bet is to have the fan blowing air towards the back of the case, so heatsink towards the back. That way you have fresh air coming in the front (which I presume has a fan) and the higher pressure air escaping from the back/rear of the chassis. You could fit a fan there yourself for better cooling, they are cheap and easy to fit.
