ok then I can go for windows 10 home and go for the pcs frostflow 360 series rgb high performance liquid cooler?
No I would select one of the CPU coolers I recommended personally.

At the end of the day all I can do is advise and I recommend the Corsair H100i or the Corsair H115i. They are both tried, tested and proven high quality CPU coolers

It's up to you though

Don't go for the FrostFlow ones. They're OK, but not amazing. The Corsair ones are great: the H100i is good; the H115i is great. Partly this is about cooling efficacy, but partly about noise levels and crucially reliability.

Is the PCS FrostFlow 200 Series High Performance CPU Cooler enough to cool a ryzen 9 5900x?

The 5900x begins the thermal throttle at 90C I believe. Healthy temperatures would be between 60-70C. It would likely idle around 40C with a good CPU cooler. 80+ is generally fine but I would start to raise an eyebrow at it

The idea is to have a good enough cooler that you don't have to worry about this hence my recommendations
 
when talking about the 5800x upwards i would recommend the corsair h100i upwards.
your shelling out alot of money for high performance cpu's you gotta have tried and tested adequate cooling which the corsair series have in spades as @Steveyg stated its up to you but you have asked for advice and im counting numerous people advising you to go for a adequate corsair cooler it also comes with software that controls fan speed and pump speed and rgb lighting
