Cpu Opt +4000 Rpm (Idle/Gaming)

Hello im new here. I have a question with my Cpu Opt.

My Specs:
- Corsair Crystal Series 680X
- Gigabyte x299
- I9 7920x
- Cpu Fan h105i
- Ram 64GB Corsair
- 2080ti
- thermaltake 1200w
In idle and gaming modus, my fan is everytime over +4000rpm and i dont know why.
It doesnt change anything which speed control i put there.

PCS don't use Thermaltake PSUs...so this couldn't be a PCS system.
