I'm thinking about buying a new computer. Main use is 4k video editing in Premier Pro, plus photo editing in Photoshop and Lightroom. Would appreciate advice.

You might need 64GB for editing 4K footage. It is worth checking out hardware suggestions and benchmarking from Puget systems. They are a US PC builder, so I assume not a problem to mention here. They give guidance on CPU, GPU and RAM requirements for different editing software packages.

Only thing I would change is the RAM, I would definitely go for 64GB if doing 4K editing apart from that all is good

Ok I'm going to buck the trend I edit 4K on the laptop in my signature Wgich has 16GB of RAM & I've seen task manager show much more than about 60% while editing, I have however got 32 GB in the desktop

Yep, I’m inclined to think that 2X16GB would be a good starting point for OP and then additional RAM could be purchased and added at a later date if necessary.

Start with 32GB and do some research on proxy footage for performance. Both Premier and Resolve support this.
