Are these specs ok? Any cooling issues?

Hello everyone, I'm not that tech savvy when it comes to PC hardware so I hope you can help. I'm trying to go for a decent gaming PC to run games like Cyberpunk 2077 and other games of a similar graphical/processor demand, though not neccessarily at the highest settings (even just average settings with a steady performance would be enough, no more framerate drops like a powerpoint presentation).

With the Processor (Intel® Core™ i7 12-Core Processor i7-12700 (2.1GHz) 25MB Cache) and Graphics Card (4GB NVIDIA GEFORCE RTX 3090 Ti - HDMI, DP) in mind, I'm wondering if my cooling is enough?

When I selected a good template to work with and edit, the site initially recommended liquid cooling. However, I'm not too keen on this as I'm not trying to overclock a processor or risk any leaks, so I just wanted fan(s) for my cooling instead. Is what I have selected enough (PCS FrostFlow 200 Series High Performance CPU Cooler) along with the thermal paste and extra fans, or will I encounter problems?

As a final question, can you spot any other glaring issues I may have missed/not considered? Thank you in advance :)

Heya! Few alterations we could make here. A couple questions first though!

1) What's your budget?
2) What monitor will you be using? Pointless having that 3090TI if you're using a 10 year old office monitor ;)
3) Are you going specifically for a quiet build? Just noticed your case choice

Another couple things I feel are of note-
We are currently just days away from the 4090 release (Oct 12th) where you'll (hopefully!) be able to get an absolute tonne more performance for a similar amount of money to the 3090TI, so I'd highly recommend waiting off until then.
If you're going for a specifically quiet build, then you'll need to go AIO, they get quiet cases by blocking off gaps to stop the noise from escaping, which also limits the amount of air which can get in and out. This is where a liquid cooler will be far more efficient than a tower cooler.
Speaking of liquid coolers, they're pretty much bulletproof these days and leaks are incredibly rare. The more common failure on an AIO is a failed pump, which would leave you with high temps instead of liquid everywhere.

1) My budget is ideally in the upper 2k or lower, so the price with this current setup has been roughly £2,600
2) I'm not using an old office moniter, don't worry :p I'm using a 27" 2560x1440 moniter called the "Prolite XU2792QSU"
3) I actually don't mind fan noise to be honest, as I typically use headphones. But now that you pointed out the case, I had not realised it was a quiet case :p The site had picked this case out to fit the graphics card, so woops!

Expanding from your reply, since I want to go with fans what type of case would you recommend instead?

Buying a 3090Ti and using it on that monitor is just as bad, That's a 1440p 60hz monitor,
anything higher than a 3080, Your looking at a 4K 144hz monitor to justify the cost.

A 3090Ti, being used on your monitor is like buying this very same car...

A Dodge SRT Hellcat that has 800 Horsepower but the wheel are only rated up to 5 Horsepower, that means 795 Horsepower is wasted as you'll never get the full use of 800 Horsepower due to the wheels,
And the same can be said for pairing a GPU to a Monitor,

A 3090Ti paired with your 1440p 60hz monitor is way overkill and a waste of money, as the 3090Ti is just way to powerful for your monitor,

Your either looking at downgrading the GPU to suit your monitor or upgrading the monitor, even then, a 3090/3090Ti is not a gaming GPU, the 3080Ti is the top tier gaming GPU until the 4000 series GPU's goes on sale.

I think the point is the monitor is not really suited to gaming. It doesn't have adaptive sync and is basic 60hz so it's going to be pretty poor for gaming at this level

Rebalancing the budget for monitor and suitable GPU may be a better investment

I've been looking at the GPU "8GB NVIDIA GEFORCE RTX 3060 Ti" instead as this may be more appropriate for 1440p moniters. With that said, what kind of moniter should I try to pair with this? Assuming I'm looking for a 27" moniter, would something along the lines of 144Hz be ok, or is that still going to cause the same problem?

I'm fairly sure that setup was about £2,600 or just over when I first posted that? But eitherway, £2,600 is still my ideal price range; anything higher than that I would feel I'm putting in too much.
