Adobe Premiere Pro not performing on new build

Hi, apologies if this isn't in the right topic. Or applicable for a response, but all help is appreciated!
I've recently received my new build which was based on Pugent Systems recommendations for Adobe Premiere Pro CC.
My requirements where to playback Canon Cinemaraw Light at full resolution. Pugents benchmarks showed that with a 32core Threadripper (amongst other things) will comfortably give me full resolution playback.

However, after setting up the computer, I updated the Windows OS, updated to latest Nvidia drivers and latest Adobe CC, I can't even get playback from 1/16 of the resolution. My old 2014 iMac can playback at 1/2 no issues.
In the performance tab, I can see that CPU usage is around 5%, so it's not really working at all? I have no clue.

So, with absolute thankfulness to anyone who can assist, what can I do to diagnose this issue? I've been with Mac for 10 years, so I'm fresh into Windows again.

I’m afraid this is likely to be software related rather than hardware. I came across another very similar entry in the adobe forums but unfortunately with no answer, I’d suggest posting there for some targeted advice, I’m not sure this is our sort of area of expertise:

I know this thread is a little old, but..... I had the same issues with premiere + H.265 was no suported despite the HEVC Codec being installed. My solution was to try DaVinci Resolve. It works a dream UHD H.265 no problem at all. 4k video processes output at 75 frames/sec.

PS my PC spec is not as nice as the OP either! Try it.

I like it a lot. Rather than me go through whats better, whats worse, try the free version. Its the same as the full studio, but no H.265 and maybe one or two other minor things. Plus its not time limited. Resolve Downloads. There is a learning curve, there was for me. But, well worth it.

I tried V17 beta today and like it, especially the node editor in the Fusion section. I think with some more familiarisation it may be able to replace my Adobe Creative Cloud subscription as most of my work happens in Blender.
