Hi I ordered this but I'm a bit concerned about heating, I don't want liquid CPU cooling as I had issues with this in the past, please advise

Air cooling is insufficient for the 9800X3D, or at least none are available on PCS; you'd need at least a 240mm AIO.

There's no need to be concerned about AIOs; they're lot more reliable than in the past, and failures on premium models are extremely rare.

You can amend your order through your main PCS account. The Frostflow 200 is a cheap, low-quality air cooler.
I'd suggest to add all the relevant information as linked above to get a proper advice on your configuration.

The reason I opted out of liquid cooling is cuz I heard that room temperature must be 20-30. my room gets cold during winter and I cant maintain that temp. pcs advised me to use The Frostflow 200 and compared it to the noctua

Have no idea where they pulled that one from. An AIO isn't filled with water, it's filled with a non-conductive coolant.

Unless we're talking sub-zero in your room, which would surprise me, I've not heard of any 20 - 30 temperature needs. Corsair only list fans running max at 55c coolant temp with a limit of 60c (coolant again), nothing about minimum temp.

If you're in antarctica without walls or a radiator, then you may need to be concerned.

pcs advised me to use The Frostflow 200 and compared it to the noctua

This is understandable: PCS has no Noctua products for sale, so of course, they want to sell you their own.
In terms of air cooling solutions, recommending ID Cooling over Noctua is questionable, to say the least.
