Have you opened your machine and checked for any loose wires coming from the PSU and leading to the motherboard / GPU etc.
It doesnt sound like it is the PSU as you are getting some lights come on but cables may have come loose.
Do you get any beeps at all or any movement in the fans?

This laptop will throttle the dGPU if you dont cool it properly and to do that you need the optional liquid cooling.

Have you kept your packaging - get it booked in quickly and if you are lucky it might get fixed and returned before Christmas - RMA the machine, they will booked DPD to collect it from you as long as you kept the packaging otherwise you might have to wait for them to send out packaging and then...
Open the case and check for loose wires. In particular leading from the power supply to the H150 cooler. Do any of the fans move when you have switched on the PC?
Also check the motherboard for any potential loose connections - carefully press in each one.

Whats your budget?
Are you really in need of 64gb RAM? What sort of photo usage do you do on it - stitching panoramics? (several photos?), HDR merging of photos etc?
Do you only use PS or are you a LR user too - cataloging your pictures?
How did you install the drivers - both times?
Did you ensure you had removed the driver properly - use DDU - and then reinstall the previous driver that was working - test that to see if it is the upgraded driver that has caused the problem.
OK - if you are happy that you have everything installed and set correctly then I suggest you take your accusation of the advert being misleading to PCS directly.
This is why it’s critical that the OS and the GamingCenter software and settings is correct from the outset.
In “Office” mode It reduces the CPU and GPU power usage / settings and turns off/minimises the dGPU etc. thus extending battery usage.
Hence I think we need to get OP to CLEAN install...
